At ten o'clock on Tuesday, 04/08/2025, in Judge Zia Sheet's hall, a speech was given at the college. The symposium included two axes: the first axis: the constitutional and administrative organization for the creation of administrative units, lectured by: Dr. Ahmed Talal Abdel Hamid. the second axis: the financial results resulting from the creation of administrative units, lectured by: Professor Dr. Raed Naji Ahmed The Constitution of the Republic of Iraq for the year 2005 adopted the federal system as a new form of the state. Under this system, the federal units (regions) are managed according to the system of political decentralization, while the governorates not organized into a region are managed using the administrative decentralization method. Combining the two methods resulted in legal and practical problems at the application level, especially with regard to the creation and abolition of administrative units at the level of governorates not organized in a region, as stated in the Law of Unorganized Governorates. The amended Province No. 21 of 2008 lacks a complete organization for these units, unlike the repealed Governorate Law No. 159 of 1969. This symposium will highlight the legislative deficiency at the level of the constitution and the law in regulating the issue of creating administrative units and the most important challenges and proposed solutions.
