College Council
The College Council is the supreme academic and administrative body in the college. It holds its meetings at least once a month and is composed of:
- The Dean of the College (Chairman).
- The Assistant Dean for Scientific Affairs and the Assistant Dean for Administrative Affairs (Members).
- The Head of the Public Law Branch and the Head of the Private Law Branch (Members).
- A representative of the Iraqi Academics Syndicate, elected from the college's teaching staff.
- A student representative from the college, elected according to instructions issued by the Minister on student affairs.
In accordance with the provisions of Article (21) of the Ministry of Higher Education and Scientific Research Law No. (40) of 1988 in force, the College Council exercises the following powers:
1. Scientific Powers:
a. Developing the admission plan for undergraduate and postgraduate studies according to the department or scientific branch and their specific conditions, and following up on its implementation.
b. Developing plans for scientific research, authorship, translation, providing educational requirements, providing teaching staff, and serving the community.
c. Developing plans to open scientific departments and branches and centers, proposing the creation, merger, or abolition of scientific departments or branches, and distributing curricula across academic years.
d. Approving the plans of scientific departments regarding inviting visiting professors.
e. Approving university thesis titles, appointing comprehensive examination committees, supervisors, and co-supervisors, approving discussion results, and adding or deleting study subjects for postgraduate studies.
f. Recommending the establishment of postgraduate studies, their curricula, annual and five-year plans, and other matters not mentioned in paragraph (e) of this article.
2. Administrative Powers:
a. Approving the transfer and assignment of working personnel (academic, technical, and administrative) within the colleges and departments of the university, in coordination between the two transferring parties.
b. Supervising the college's affairs and paying attention to various aspects of its scientific, cultural, educational, and sports activities.
c. Preparing the college's staff structure before the end of the academic year for the following year, based on submissions from the Dean and the department councils.
d. Proposing sabbatical leaves within the country for college affiliates based on the proposal of the relevant department or scientific branch.
e. Proposing the secondment of teaching staff or granting them study leaves and fellowships abroad based on the proposal of the relevant department or scientific branch.
f. Approving the sabbatical leave of a teaching staff member inside or outside the country according to regulations.
g. Approving the change of job titles for technical and administrative staff within the approved college staff structure and in accordance with the provisions of laws, regulations, and instructions.
h. The Council may form committees to assist it in performing its scientific, administrative, financial, and educational tasks.
i. Imposing disciplinary penalties on students according to applicable regulations.
j. Considering all other college affairs referred to it by the Dean.
k. Supervising the implementation of regulations and instructions related to scientific, administrative, and student activity matters in the college.
l. Recommending the delegation of teaching staff and lecturers for postgraduate studies according to the durations and need determined by the departments or branches.
m. Making recommendations regarding matters referred by the Minister or the University President.
n. Proposing a plan for qualifying scientific and administrative cadres.
o. Proposing a plan for bilateral cultural relations.
3. Financial Powers:
a. Proposing the annual budget plan, annual import program, and annual investment plan.
b. Recommending the approval of the college's final accounts.
c. Approving the donation of movable and immovable property within 50% of the University President's authority limit, according to applicable laws and instructions.
d. Ratifying the decisions of committees related to the write-off, valuation, rental, and sale of state-owned movable and immovable property in accordance with the provisions of the applicable law.
e. Approving the preparation of designs, maps, and bills of quantities for works and projects included in the ordinary or investment budget, their referral, and contracting for their implementation in accordance with the provisions of the law, system, and their specific conditions.
4. The Council may delegate some of its powers to the Dean of the College.
