With the help and grace of God Almighty, Professor Dr. Khaled Rashid Ali, one of the teachers of the Public Law Branch, held on Wednesday, April 3, 2024, a discussion panel entitled (The Legal Status of the Contractor with the Administration in the Service Rental Contract) in the presence of Professor Dr. Raed Naji, the respected Dean of the College, and Assistant Professor Ammar Rajab Muayshar, the respected Head of the Public Law Branch. And an elite group of college students in the hall of Professor Diyaa Sheet Khattab, may God Almighty have mercy on him, in the college. The discussion panel addressed the problem of confusion and overlap between the concepts of the contractor in the contract for renting services and the temporary employee, and the lack of distinction between them by the legislator and the Iraqi administrations. The researcher called for the necessity of precision in defining the concepts to reach an accurate description of the legal relationship between the public administration and those who work for it to ensure the regular functioning of the public facility and to achieve the public interest.
