College of Law Council

College Council

The College Council is the highest scientific and administrative authority within the college. It holds meetings at least once a month and is composed of the following members:

  • The Dean of the College – Chairperson
  • The Associate Dean for Scientific Affairs and the Associate Dean for Administrative Affairs – Members
  • The Head of the Public Law Department and the Head of the Private Law Department – Members
  • A representative from the Iraqi Academics Syndicate, selected from the faculty members of the college – Member
  • A student representative, selected according to ministerial instructions, in matters related to students – Member

According to Article (21) of the Law of the Ministry of Higher Education and Scientific Research No. (40) of 1988 (currently in effect), the College Council exercises the following authorities:

1. Scientific Authorities:

A. Establishing admission plans for undergraduate and postgraduate studies by department or scientific branch, including specific conditions, and overseeing their implementation.
B. Setting plans for scientific research, authorship, translation, educational requirements, faculty provision, and community service.
C. Planning for the establishment of departments, scientific branches, and centers; proposing the creation, merging, or cancellation of such entities; and distributing curricula across academic years.
D. Approving departmental plans regarding the invitation of visiting professors.
E. Approving thesis titles, appointing comprehensive exam committees, supervisors and co-supervisors, discussion results, and the addition or removal of postgraduate study subjects.
F. Recommending the initiation of postgraduate studies, their curricula, annual and five-year plans, and other matters not covered in item (E).

2. Administrative Authorities:

A. Approving the transfer and secondment of faculty, technical, and administrative staff within the university colleges and departments, through mutual coordination.
B. Supervising the college's affairs and overseeing its scientific, cultural, educational, and athletic activities.
C. Preparing the college’s staffing plan for the upcoming academic year based on proposals from the Dean and departmental councils.
D. Proposing in-country study leaves for college staff based on recommendations from the relevant department or branch.
E. Proposing the secondment or granting of leave/scholarships abroad for faculty members, based on departmental recommendations.
F. Approving the academic sabbatical of faculty members inside or outside the country, according to regulations.
G. Approving the reclassification of technical and administrative staff within the officially approved college staffing in accordance with laws and regulations.
H. Forming committees to assist in fulfilling its scientific, administrative, financial, and educational tasks.
I. Imposing disciplinary actions on students according to applicable regulations.
J. Considering all other matters referred to it by the Dean.
K. Supervising the implementation of regulations and instructions related to scientific, administrative, and student activities in the college.
L. Recommending the secondment of faculty members and lecturers for postgraduate studies, as per required periods and departmental needs.
M. Making recommendations on matters referred by the Minister or University President.
N. Proposing a plan for training and qualifying scientific and administrative staff.
S. Proposing a plan for bilateral cultural relations.

3. Financial Authorities:

A. Proposing the annual budget plan, the annual import program, and the annual investment plan.
B. Recommending the approval of the college's final financial accounts.
C. Approving the gifting of movable and immovable assets up to 50% of the authority granted to the University President, according to applicable laws and instructions.
D. Ratifying decisions made by committees regarding the disposal, valuation, rental, or sale of state-owned movable and immovable properties in accordance with the law.
E. Approving the preparation of designs, maps, and bills of quantities for projects and works listed in the regular or investment budget and contracting their execution according to laws and conditions.

4. Delegation of Authority:

  • The Council may delegate some of its powers to the Dean of the College.
