As part of a series of scientific activities held by the college during the current academic year 2023-2024, Professor Dr. Raed Naji Ahmed held on Wednesday, 11/15/2023, a discussion panel entitled (The supremacy of the general budget law in Iraqi law), in which he discussed the extraneous legal texts that are contained within the folds of the general budget law and conflict with those texts contained in other permanent laws or add to them, such as the laws regulating the provisions of public employment, retirement, and tax. And the financial administration, the governorate law, and others, as the matter here requires refraining from applying the text of the regular law and applying what is stated in the general budget law, because the latter has superiority in application only during its temporary validity, which is 12/31 of the fiscal year, but that does not extend until after the expiry of that validity in the subsequent fiscal year.
