With the blessing of God Almighty, and in the presence of (Prof. Dr. Sabah Ibrahim Hammadi), President of the University of Fallujah, and (Prof. Dr. Ahmed Suleiman Hamad), Assistant President of the University for Scientific Affairs, the College of Law discussed on Thursday, 10/26/2023, a doctoral thesis in private law, titled ((The principle of predictability in private international law)) and submitted by the doctoral student (Barek Youssef Muhammad). The thesis dealt with the topic of legal expectation in the field of conflict of laws. International judicial jurisdiction and the recognition and implementation of foreign judgments aim to enable individuals to be able to anticipate the applicable law and its content, and what their actions will lead to, in order to avoid any obstacles they may encounter that hinder their knowledge of the legal regulation, which will govern their private international relations, as well as their knowledge of the judiciary competent to consider their future disputes, and knowledge of the extent of the possibility of recognizing and implementing foreign judgments. The thesis ended with the Iraqi legislator calling for the necessity of codifying the topics of private international law, in a way that is consistent with the legal expectations of people. Parties to the international private relationship, as well as calling for the necessity of separating the international private relations judiciary from the rest of the types of judiciary, in a way that ensures the presence of a specialized judiciary to adjudicate disputes tinged with a foreign element. The discussion committee consisted of: Prof. Dr. Saad Hussein Abd, Chairman, Dr. Firas Karim Sheaan, Member, Dr. Ziad Tariq Jassim, member, MD. Nafi Bahr Sultan, member, MD. Muhammad Sobhi Khalaf, member, Dr. Suleiman Barak Dayeh, member and supervisor, and after extensive study of the thesis and the discussion committee hearing the student’s defenses of his thesis, the committee decided to accept it and award the student a doctorate degree.
