Crimes of Administrative and Financial Corruption – Legal Elements and Evidence Mechanisms

The Legal Department organized a workshop titled: “Crimes of Administrative and Financial Corruption – Legal Elements and Evidence Mechanisms,” on Tuesday, 14/4/2026, attended by a number of college staff members.

The workshop comprised three main axes. The first axis addressed the concept of administrative and financial corruption crimes in Iraqi legislation and policy, presented by Asst. Lect. Zaidoun Ibrahim Dhayef, who reviewed the legal frameworks regulating these crimes and the main challenges facing their combat.

The second axis dealt with the overlap in the competencies of official anti-corruption bodies, as well as the policy of asset recovery. It was presented by Asst. Lect. Ahmed Zabar Hamad, who highlighted practical problems in the distribution of powers and ways to enhance institutional coordination.

The third axis discussed the position of Islamic Sharia in confronting administrative and financial corruption crimes, presented by Asst. Lect. Abu Bakr Jubair Saleh, who explained the Sharia principles that prohibit corruption and call for integrity and justice.

This workshop is part of the Legal Department’s efforts to enhance legal awareness and combat manifestations of corruption in all its forms.
